DIGITAL ECONOMY AS A FACTOR IN FORMING REGIONAL INNOVATION SYSTEMS
Abstract
The article proposes a model of a regional innovation system that includes digital economy factors (DIGE) and mechanisms of influence on the evolution of the spatial structure of regional innovations. The connection between the digital economy, innovation cooperation, the flow of research and development elements, as well as innovation results is analyzed. An emphasis of the development of regional DIGE emphasizes the depth of digital integration, the perfection of digital infrastructure and the breadth of digital technology adoption woven into the economic structure of the region. At the same time, DIGE plays a natural role in promoting innovative products and gives a transformative impetus to innovations. The impact of DIGE on innovation output is considered through the prism of digital industrialization and industrial digitalization. The proposed concept of a regional innovation system refers to a set of various elements and structures that are used to support, stimulate and manage innovation results. This encompasses the interaction between innovation actors, such as research institutions, companies, as well as intellectual property systems, government policies, investment resources. This set of elements and structures is synthesized and integrated into the structure of a regional innovation network and a technological innovation environment with complex connections. A study has shown the key role of the digital economy in significantly increasing the volume of innovation in different regions. The digital economy is considered as an effective means of reducing the cost of cooperation in the process of scientific research and development. The model is implemented using the reverse induction method of a full information dynamic game. Strengthening regional interconnections and interactions through reducing information costs promotes innovative cooperation, specialization and strengthening synergies through regional value chains and cooperation networks. This stimulates an upward cycle of innovation, as innovations and capital flow into the region, strengthening innovation systems.
