REGIONAL ECONOMIC EFFECTS OF CHANGES IN TOURIST FLOWS IN THE INTERNAL TOURISM SYSTEM OF UKRAINE
Abstract
There are examined regional economic effects of changes in internal tourist flows within the system of internal tourism development in Ukraine under conditions of economic transformation, post-pandemic recovery, and wartime socio-economic challenges. Internal tourism is considered as an important internal driver of regional economic growth, structural diversification of regional economies, stabilization of employment, and support of small and medium-sized businesses. The research is based on the hypothesis that the redistribution of domestic tourist flows between regions significantly influences regional socio-economic development, tax revenues, and labor market indicators. The study applies a systematic and regional economic approach using statistical analysis, comparative assessment, and index methods. Information base of the study includes official statistical data from State Statistics Service of Ukraine and State Agency for Tourism Development. The paper analyzes regional differentiation of domestic tourist flows and evaluates economic indicators such as tourist tax revenues. Particular attention is paid to the transformation of tourism demand caused by external shocks including COVID-19 consequences, military risks, internal migration processes, and changes in consumer behavior. The study calculates Index of Tourist Flow Dynamics, which allows quantitative assessment of changes in internal tourism activity across macro-regions. The results show a significant spatial redistribution of tourist demand toward relatively safe regions with developed infrastructure, particularly Western and Central Ukraine. Received findings confirm that internal tourism generates direct, indirect, and induced economic effects, forming a regional multiplier effect and stimulating local economic activity. At the same time, uneven distribution of tourist flows increases regional disparities and requires differentiated regional tourism policies. The research substantiates the need to strengthen transport accessibility, develop tourism clusters, stimulate interregional tourism mobility, and integrate tourism into regional development strategies. The practical significance of the research lies in providing analytical tools for evaluating tourism-driven regional economic effects and supporting evidence-based regional tourism policy formation in Ukraine.
