THE ROLE OF PUBLIC-PRIVATE PARTNERSHIPS IN THE IMPLEMENTATION OF ENERGY-SAVING TECHNOLOGIES AND THE DEVELOPMENT OF RENEWABLE ENERGY
Abstract
This study explores the role of public-private partnerships (PPPs) in advancing energy-saving technologies and promoting the development of renewable energy in Ukraine, a country facing significant energy security challenges and ongoing economic transformation. PPPs are recognized as a key mechanism for risk mitigation, mobilization of private investments, and fostering collaboration between governmental institutions and market actors, creating synergy between regulatory frameworks and economic incentives. The analysis identifies three critical success factors for effective PPP implementation: technological compatibility, alignment of regulatory frameworks with market forces, and coherence between research and development (R&D) timelines and technology commercialization. Simultaneously, significant barriers are noted, including regulatory instability, limited availability of financial instruments, infrastructural constraints, and challenges arising from the ongoing state of military conflict, which increase investment risks and slow project implementation. Methodologically, the study is based on a systematic review of scientific literature, comparative analysis of international experiences in the United States, Poland, Malaysia, and several African countries, and a critical evaluation of Ukrainian PPP projects in the energy sector. This comprehensive approach allows for identification of best practices, innovative financing mechanisms, adaptive management strategies, and contextual adjustments that can be applied to strengthen the national energy sector. Based on the findings, strategic recommendations are proposed to enhance PPP effectiveness, including deployment of green financing instruments, adoption of hybrid management models, and development of adaptive regulatory frameworks that support technological innovation, market integration, and long-term sustainability. The study contributes to academic understanding, informs practical policymaking, promotes sustainable economic growth, improves energy efficiency, and facilitates the expansion of renewable energy infrastructure, thereby strengthening Ukraine’s energy security and resilience.
