ANALYSIS OF THE LEVEL OF RATIONALITY IN THE FORMATION OF MANAGEMENT SYSTEMS UNDER DIGITALIZATION CONDITIONS
Abstract
The digital transformation of management systems in Ukraine during 2020–2024 took place under the multivector influence of external challenges, internal reforms, and aspirations for European integration, which led to a transition from fragmented digital initiatives to attempts at forming a more systemic digital environment. An analysis of the dynamics of digitalization at the state, local, and corporate governance levels shows that Ukraine consistently aligns with EU structural standards, particularly within the framework of the Digital Decade 2030 strategy; however, its level of digital maturity remains significantly lower than the European level across a number of indicators. It has been demonstrated that the Diia platform represents a successful adaptation of European e-government approaches, as it has reached nearly half of the country’s population and enabled savings of billions of hryvnias through the digitization of services, which is comparable to the economic effects recorded in EU countries. It is argued that insufficient access to financing, a low level of digital competencies among employees, and resistance to change significantly hinder the modernization of Ukrainian business, while EU countries address these challenges through systemic programs such as upskilling initiatives, the Digital Skills and Jobs Platform, and innovation hubs. In the education sector, digitalization in Ukraine has increased inclusiveness, expanded access to online learning, and supported the development of digital infrastructure; however, the link between education and the labor market remains weak: only 14% of employers believe that graduates are prepared for the digital economy, whereas in the EU this figure is nearly three times higher. In this context, key success factors should include large-scale digital education programs for civil servants and businesses, the creation of co-financing mechanisms for SMEs, the development of dual education and regional digital competence hubs, as well as the completion of legislative harmonization in the fields of cybersecurity and electronic identification with EU standards. Thus, only through the combination of strategic vision, institutional stability, and multilevel support can the digital transformation of governance in Ukraine move from the stage of localized successes to the formation of a coherent and competitive digital state model capable of integrating into the pan-European digital space.
