DEVELOPMENT OF THE SECURITIES MARKET TO ENHANCE UKRAINE'S INVESTMENT POTENTIAL
Abstract
The article examines the current state of the Ukrainian securities market and its role in shaping the investment potential of the national economy. The main structural imbalances in the functioning of the securities market are identified, including the dominance of government bonds, low liquidity of the corporate sector, the prevalence of the over-the-counter market over the organized securities market, the significant influence of the state on market conditions, and issues related to the issuance and governance of shares of state-owned enterprises. The low investment activity of the population and the insignificant share of demand for securities from individual investors are substantiated. A comparison of Ukraine’s market capitalization with that of Poland and Japan is conducted. The inflows of foreign direct investment and the dynamics of the PFTS index are assessed. The banking sector continues to play a key role in the structure of domestic government bond holders; at the same time, legal entities and individuals demonstrate a steady increase in their share of ownership. The key obstacles hindering the transformation of savings into investments through capital market instruments are identified, and the impact of the war on the securities market is analyzed. It is determined that the primary prerequisite for the development of the securities market and the enhancement of Ukraine’s investment potential is the end of the war and the commencement of the country’s recovery. Strategic directions for the development of the securities market aimed at strengthening Ukraine’s investment potential are proposed, including the need to enhance institutional trust, ensure political stability, implement EU requirements, clearly plan and carry out economic reforms, provide financial support to enterprises for reconstruction and economic recovery, lift restrictions on the foreign exchange market and capital movement, improve conditions for IPOs of joint-stock companies in Ukraine, strengthen communication with the business community and international partners, introduce tax incentives and support for investors, implement a funded pension system, and further advance digitalization.
