STRATEGIC IMPERATIVES OF GREEN TOURISM DEVELOPMENT IN UKRAINE
Abstract
The article provides a comprehensive analysis of the strategic imperatives and prospects for the development of green tourism in Ukraine under conditions of permanent existential challenges and macroeconomic instability. The tourism industry is presented not merely as a recreational sphere, but as a powerful driver for the socio-economic leveling of regional disparities and an instrument of national resilience. The necessity of diversifying the rural economy is proven, as it requires alternative mechanisms for generating value-added amidst war risks and logistical blockades. Theoretical-methodological and practical recommendations have been developed regarding the activation of the industry’s development as a strategic tool for the post-war recovery of rural territories and the preservation of cultural identity. The necessity of ensuring a synergistic effect by combining economic benefits for depressed territories with environmental advantages is substantiated and proven. The operation of the multiplier mechanism is demonstrated, wherein tourist expenditures stimulate the development of related industries (construction, transport, crafts), thereby increasing tax revenues for local budgets. The features of the ecological dimension regarding the implementation of circular economy principles are clarified. The necessity of transitioning from declarative environmentalism to real technological solutions is proven, specifically regarding the application of the "digital eco-cluster" model, which combines authentic traditions, latest technologies (VR tours, online booking), and strict environmental standards. A correlation has been established between the development of the industry and the UN Global Sustainable Development Goals, which is a condition for attracting international investments tied to ESG criteria. Key systemic barriers to development have been identified, including infrastructure deficits (poor road quality), the lack of a clear state strategy, an investment vacuum due to war risks, and a personnel shortage. A series of recommendations have been substantiated and formulated regarding the necessity of harmonizing Ukrainian legislation with EU standards, bringing the industry out of the "shadows," and transitioning to an innovative resource management model.
