FINANCIAL INSTRUMENTS OF STATE REGULATION OF AGRICULTURAL EXPORTS: UKRAINIAN PRACTICE AND CHALLENGES
Abstract
The regulation of agricultural exports occupies a central place in the economic policy of Ukraine due to the strategic role of the agrarian sector in external trade and global food security. Under conditions of heightened external uncertainty and structural transformations of international markets, the effectiveness of state financial instruments becomes a decisive factor for maintaining export stability. The growing imbalance between export orientation and domestic market sustainability reinforces the relevance of reassessing existing regulatory mechanisms. The purpose of the article is the theoretical comprehension and development of practical recommendations for improving the system of state regulation of agricultural exports through the use of financial instruments aimed at protecting national interests and ensuring economic stability. Within the framework of the study, the importance of agricultural exports for sustaining positive foreign trade performance is substantiated. The dynamics and structural features of foreign trade in agricultural products are analyzed, revealing persistent export dominance and sectoral vulnerabilities. Financial instruments of state regulation are grouped according to their functional characteristics, including tax, credit, customs tariff, budgetary, institutional and risk sharing mechanisms. The structure of agricultural exports is presented with an emphasis on the prevalence of low value added products and the associated challenges for long term development. It is proven that the effectiveness of export regulation depends on the coordinated and systematic application of financial instruments adapted to external risks and changing market conditions. Prospects for further research are associated with assessing the impact of financial instruments on export diversification and the expansion of value added agricultural production. The practical value of the article lies in the possibility of using the obtained results to improve state policy instruments for stimulating agricultural exports and enhancing the competitiveness of domestic producers on international markets.
