INVESTMENT STRATEGIES OF BUSINESS ENTITIES FOR ENSURING THE FINANCIAL AND ECONOMIC SELF-SUFFICIENCY OF TERRITORIAL COMMUNITIES

Abstract

The article examines the role of investment strategies of business entities in ensuring the financial and economic self-sufficiency of the budgets of territorial communities under the conditions of decentralization and the full-scale russian-Ukrainian war. It is substantiated that the level of financial capacity of local budgets largely depends on the development of the entrepreneurial environment, business activity, and the effectiveness of investment activities within the territory of a community. It is established that the entrepreneurial sector acts as a key source of forming own revenues of local budgets through tax revenues, in particular personal income tax, corporate income tax, and local taxes and fees. Business development contributes to employment growth, an increase in value added, intensification of economic processes, and, consequently, the expansion of the financial capabilities of territorial communities. It is proven that the effective combination of public and private investments creates prerequisites for sustainable socio-economic development of communities, enhances their investment attractiveness, and improves the quality of life of the population. An important role in this process is played by systematic planning of local economic development, the formation of a favorable business climate, the development of infrastructure and human capital, as well as the establishment of continuous communication between local self-government bodies and business entities. It is substantiated that under the conditions of wartime and post-war transformations, a priority task for territorial communities is the preservation of existing business entities and the attraction of new investors through the creation of a predictable, transparent, and institutionally stable environment. The implementation of effective investment strategies by business structures, combined with an active position of local authorities, contributes to strengthening the financial resilience of communities and ensuring their long-term development. Prospects for further scientific research should be associated with an in-depth analysis of the quantitative impact of investment activities of business entities on the formation of local budget revenues of territorial communities, taking into account regional specificities and the level of socio-economic development.
