DEVELOPMENT OF SMART INFRASTRUCTURE IN COMMUNITIES: THE ROLE OF DIGITAL PLATFORMS AND PREDICTIVE ALGORITHMS IN LOCAL SELF-GOVERNANCE

Abstract

The article examines the role of digital platforms and predictive algorithms in the formation of smart infrastructure within territorial communities, emphasizing their growing importance in the context of rapid digital transformation and the need for more efficient public governance. The aim of the study is to determine how integrated digital solutions can enhance managerial capacities and support evidence-based decision-making at the local level. The methodological framework combines structural-functional analysis, comparison of international municipal practices, and conceptual modelling of key components of the smart infrastructure ecosystem, allowing for the identification of interconnections between technological tools, data flows, and management processes. The findings indicate that digital service platforms, geospatial systems, sensor networks, and real-time analytical dashboards collectively create an information-rich environment that improves the quality and timeliness of administrative decisions. Predictive algorithms further expand these possibilities by enabling scenario modelling, forecasting infrastructural and socio-economic changes, and supporting proactive resource management. The study also shows that the effectiveness of smart infrastructure depends not only on technological integration but also on institutional readiness, data interoperability, and coordinated governance efforts at the community level. The practical value of the article lies in outlining approaches that can guide local authorities in designing and implementing smart solutions tailored to their specific needs. These insights contribute to strengthening governance resilience, increasing transparency, and improving the overall sustainability of community development in a digital society. Additionally, the results provide a conceptual basis for further research into adaptive digital ecosystems capable of supporting long-term strategic planning in territorial communities. Overall, the study highlights the transformative potential of data-driven tools in reshaping local governance and accelerating the transition toward smarter, more resilient communities.
