CONCESSION IN THE SYSTEM OF TOOLS FOR STIMULATING INVESTMENT ACTIVITY
Abstract
The article analyzes the theoretical and practical foundations for using the potential of concessions as a factor in stimulating investment activity. It outlines areas for implementing the concession mechanism in the context of instruments for organizing interaction between the state and private entrepreneurs. It substantiates approaches to the application of concessions as a promising institutional mechanism, the use of which will ensure the post-war modernization of the national economy. The insufficient level of activity in using the potential for cooperation between the state and private entrepreneurship determines the decline in investment activity. Based on the study, it is concluded that, given the shortage of budget funds for the implementation of large-scale projects, it is necessary to intensify the attraction of investments in the restoration of infrastructure facilities. It has been established that concessions open up opportunities for the implementation of large-scale infrastructure projects. Concessions can ensure the successful implementation of post-war modernization projects. It has been substantiated that concessions open up opportunities for the use of institutional mechanisms that will ensure increased efficiency and the rational use of opportunities for dynamic socio-economic development with the involvement of state resources and private investors. At the same time, the most important characteristic of the active dynamics of the investment process, which corresponds to the current stage of development, is the dynamic development of industries and activities that determine scientific and technological progress. Favorable conditions for investment implementation are based on a balanced state policy and support for promising markets that ensure the competitiveness of the national economy and its entities both in the domestic market and internationally. The conditions for the functioning of the economy must be taken into account on the basis of the intensification of investment activity. This involves continuing institutional reforms to strengthen the protection of investors' rights and create a favorable investment climate.
