DIGITAL TECHNOLOGIES OF INSTITUTIONAL INTERACTION BETWEEN CUSTOMS AUTHORITIES AND THE BUSINESS ENVIRONMENT IN UKRAINE
Abstract
The article provides a comprehensive analysis of the development, implementation, and practical impact of digital technologies that define institutional interaction between Ukraine’s customs authorities and foreign-trade businesses. It examines the functioning of existing electronic platforms, evaluates the accessibility of digital services for companies, and identifies systemic barriers that limit the effectiveness of digital transformation in the customs sphere. Particular emphasis is placed on the modernization of customs procedures through electronic processing of postal shipments, expanded API-based access to customs declarations, and integration into the NCTS common transit system as part of Ukraine’s alignment with European digital standards. The study highlights the growing role of artificial intelligence and risk-management systems in improving control accuracy, reducing manual workload, and strengthening data-driven decision-making within customs operations. Additionally, the article explores how blockchain-based tools can enhance the transparency, traceability, and integrity of information flows. It is argued that technological progress must be supported by strengthened cybersecurity, effective interagency coordination, and continuous development of digital competencies among customs officers and business representatives. It is emphasized that the transition to electronic administration will make it possible to capture the full life cycle of profiles and optimize information processing, which is critically important for systems operating on risk-assessment principles. The integration of a risk-oriented approach requires strengthening the analytical dimension of risk management. This will enable faster identification of potential threats, support forecasting of their dynamics, and facilitate the development of more accurate risk indicators. The research concludes that a balanced combination of technological innovation, institutional capacity-building, and European integration is essential for ensuring a sustainable, transparent, and competitive digital transformation of Ukraine’s customs system.
