UKRAINIAN STOCK MARKET IN MILITARY-ECONOMIC REALITIES: PROSPECTS FOR CAPITAL RECONSTRUCTION IN THE POST-WAR PERIOD
Abstract
In conditions of prolonged armed aggression, the economic stability of Ukraine depends on the ability of the financial system to mobilize domestic savings and direct them to economic recovery. The stock market in this context appears as a strategic institution that simultaneously performs investment, redistribution, pricing and control functions. It ensures the transformation of free financial resources of households, businesses and institutional investors into medium- and long-term capital for enterprises, local governments and the state, serves as an alternative to bank lending, is a channel for financing the modernization of production, innovations and infrastructure projects. In conditions of martial law, the capital market additionally performs a fiscal stabilization role: the circulation of domestic government loan bonds (OVDP) allows the state to accumulate liquidity for defense and reconstruction needs without critical monetary pressure and at the same time forms the market yield curve of sovereign debt. A defining element of the essence of the stock market is that it is characterized not only as a place for trading securities. In modern conditions, the stock market is a regulated ecosystem of relations within which issuance, admission to circulation, secondary trading, clearing and disclosure of information take place. The requirements for transparency, protection of investor rights, good corporate governance and liquidity risk management, established by the National Securities and Stock Market Commission (NSSMC) taking into account the approaches of the International Organization of Securities Commissions (IOSCO), turn the market into an instrument of macrofinancial stability. In the post-war perspective, the development of a transparent, liquid and institutionally reliable stock market is a prerequisite for large-scale involvement of private capital in the restoration of infrastructure, localization of production and technological renewal of the Ukrainian economy.
