THE ROLE OF INNOVATIVE COMMUNICATION TECHNOLOGIES IN THE TRANSFORMATION OF SCIENTIFIC RESEARCH IN THE FIELD OF MANAGEMENT AND PUBLIC ADMINISTRATION
Abstract
The article explores the role of innovative communication technologies (ICT) in transforming contemporary scientific research in the fields of management and public administration. It substantiates that ICT are not merely technical instruments but represent an environment that shapes a new paradigm of science based on data, openness, and interdisciplinary collaboration. The study emphasizes that the introduction of ICT enables faster access to large datasets, facilitates analytical modeling, and promotes evidence-based decision-making in governance and management. Modern digital tools – such as collaborative platforms, open repositories, cloud-based services, and artificial intelligence systems – are analyzed as drivers of methodological innovation and transparency in scientific activity. The paper also identifies key challenges of digital transformation, including unequal access to data, ethical risks related to artificial intelligence, and the commercialization of scientific information. Special attention is paid to Ukraine’s context, highlighting the necessity of developing digital research infrastructure, integrating academic and public data systems, and fostering cooperation between universities, government, and business. The research concludes that the digital transformation of science leads to the emergence of a new “data-driven and AI-driven” model of scientific inquiry, which enhances research efficiency, accountability, and societal relevance. The study notes that innovative and communication technologies are radically rethinking approaches to scientific research in management and public administration, influencing their methodology, dynamics and organizational structure. Thanks to these technologies, the scientific space is transforming into a more open, interactive and data-centric environment, where research processes are based on collaboration, rapid information exchange and expanded access to empirical data. The article proposes practical recommendations for advancing open science policies and developing digital literacy among researchers in management and public administration.
