TRANSFORMATION OF UKRAINE’S LOGISTICS CHAINS UNDER MARTIAL LAW
Abstract
The full-scale war in Ukraine has caused unprecedented disruption to the country’s logistics networks, damaging critical infrastructure and forcing a radical reorganization of supply routes. The relevance of this article stems from the urgent need to maintain supply chain continuity and economic stability under wartime conditions. The purpose of the article is to show how Ukraine’s logistics and supply chains are transforming under martial law and to identify strategies for adaptation and resilience. The article shows that Ukraine’s logistics system has undergone significant restructuring: traditional trade routes (such as seaports and major east-west corridors) were blocked or destroyed, necessitating the redirection of cargo flows through alternative channels including Western border crossings, Danube River ports, and European transit corridors. These changes have lengthened delivery distances and increased transportation costs, but also prompted the decentralization of warehouse hubs and more flexible inventory strategies. Businesses have adopted adaptive measures such as diversifying supply routes, leveraging digital technologies for real-time logistics management, and collaborating with international partners to overcome capacity constraints. Additionally, the war has accelerated institutional reforms in transport regulation and strengthened international coordination, particularly with the EU, fostering long-term alignment with European logistics standards and infrastructure networks. The article identifies key challenges, notably heightened risks and uncertainty in operations, which require robust risk management and contingency planning. It highlights that the integration of modern digital solutions and the development of infrastructure (for example, expanding cross-border transshipment capacity) are critical to bolstering the resilience of supply chains. By implementing the outlined adaptive strategies and investing in resilient infrastructure, Ukraine can potentially enhance the stability of its logistics networks during war and accelerate post-war economic recovery.
