DIGITAL DIPLOMACY OF THE MINISTRY OF FOREIGN AFFAIRS OF UKRAINE: CURRENT STATE AND DEVELOPMENT PROSPECTS

Abstract

The article is devoted to a comprehensive study of the current state, key trends, and prospects for the development of digital diplomacy by the Ministry of Foreign Affairs of Ukraine amid growing global information risks and the profound transformation of the international communication environment. The study highlights the increasing importance of digital communication as a tool of foreign policy, particularly in the context of intensified hybrid threats, widespread disinformation campaigns, and rising global competition in the digital sphere. The article analyzes the main digital diplomacy instruments used by the MFA of Ukraine, including official web portals, social media, multimedia formats, interactive online platforms, and specialized information projects aimed at shaping a positive international image of the state, promoting foreign policy initiatives, and strengthening international support for Ukraine. Special attention is given to assessing the effectiveness of digital communication channels in countering disinformation, enhancing information resilience, and improving engagement with foreign audiences. The article identifies key challenges influencing the development of Ukraine’s digital diplomacy, such as cyber threats, information and psychological operations, rapid technological advancements, and the need to enhance digital literacy and professional qualifications of diplomatic personnel. Based on the conducted analysis, the study proposes strategic directions for improving digital diplomacy, including strengthening cybersecurity, expanding international partnerships, modernizing communication platforms, and integrating innovative artificial intelligence tools. It is emphasized that the systematic development of digital diplomacy is a crucial factor in reinforcing Ukraine’s international standing and increasing its resilience in the face of global challenges.
