INVESTMENT DIMENSION OF MODERNISATION OF THE FIXED CAPITAL OF THE FORESTRY SECTOR OF UKRAINE IN THE SYSTEM OF ECOLOGICAL AND ECONOMIC COORDINATES
Abstract
Based on a critical rethinking of existing authorial approaches to the use of factors and reserves to ensure the effective functioning of Ukraine's forestry sector, it has been found that the effectiveness of the use of the resource and production potential of forestry enterprises is largely determined by the pace of modernisation, renewal and reconstruction of fixed capital for reforestation, afforestation, timber harvesting, timber transportation and wood waste disposal. Studies have shown that in 2013-2024, the dominant trend in the state forestry sector is characterised by a high share of capital expenditures on the purchase of production equipment, vehicles, instruments, machines and mechanisms in the total financing of capital investments, i.e. there is a nominal increase in capital expenditure on the renewal and modernisation of the active part of the main forestry assets. It has been found that the decline in internal sources of investment in the modernisation of fixed capital in the state forestry sector in 2023-2024 was due to the privatisation of processing units, which reduced the ability of permanent forest users to increase the production of high value-added products and improve the profitability of production economic activities as a whole. It has been substantiated that the comprehensive implementation of product and process innovations in the field of forest restoration, timber harvesting and transportation, and wood waste utilisation requires diversification of sources of financing for capital investments in the modernisation and reconstruction of basic forestry and forest protection facilities. It has been proven that in the context of the transformation of global environmental architecture with the aim of eliminating the root causes of negative climate change and in connection with the need to shift national economies onto the path of low-carbon development, the implementation of advanced foreign experience in ‘green’ investment should become a key priority for investing in the modernisation of the fixed capital of the domestic forestry sector.
