FEATURES OF FINANCING LOCAL BUDGET EXPENDITURES DURING MARTIAL LAW
Abstract
The article is devoted to topical issues of financing local budget expenditures during martial law, in particular the transformation of their structure, the search for additional sources of coverage of expenses and ensuring the financial stability of territorial communities. The article aims to identify general trends in the transformation of budgetary policy in Ukraine, to conduct a comprehensive analysis of the peculiarities of financing local budget expenditures during martial law, and to evaluate the practical experience of financing expenditures of the Myronivska territorial community in the Kyiv region in order to develop recommendations for improving the financial stability of local communities. The article reveals the theoretical framework for financing local budget expenditures and their role in the public finance system. It identifies key trends in changes in the structure and volume of local budget expenditures in Ukraine during the period of martial law. It examines mechanisms for financing emergency and priority expenditures in crisis conditions. The dynamics of the implementation of the budget of the Myronivska territorial community in terms of revenues and expenditures are analysed, and the structure of the budget in terms of expenditures is assessed. The problems of improving the efficiency of local budget expenditure financing during periods of military challenges are described, namely: insufficient funds for emergency expenditures, inefficient expenditure structure, limited resources, budget inconsistency with current needs, lack of transparency and control, insufficient professional level of financial services, and risks of revenue shortfalls. The directions and expected results of improving the efficiency of local budget expenditure financing during times of military challenges have been identified. Measures to improve the efficiency and sustainability of local budget expenditure financing have been proposed through the definition of a long-term strategy for financial security and community development, inter-municipal and international cooperation, as well as through the implementation of short-term measures to stabilise the budget.
