INVESTMENT SUPPORT FOR THE ACTIVITIES OF THE STATE FOREST MANAGEMENT SECTOR IN UKRAINE IN THE CONTEXT OF MILITARY, ENERGY AND DECENTRALISATION CHALLENGES
Abstract
It has been established that in the context of military, energy and decentralisation challenges, the importance of the state forestry sector in strengthening the country's economic self-sufficiency and national security is increasing. It has been found that the expanded reproduction of the resource and production potential of the state forestry sector directly depends on the diversification of sources, methods and instruments of investment support for the renewal, modernisation, reconstruction and technical re-equipment of the main forestry resources that ensure the expanded reproduction of forest resource potential, timber harvesting and transportation, wood waste utilisation and the recreational development of ecosystem services of forest biogeocenoses. Studies have shown that in 2013-2024, in terms of capital expenditure on forestry and hunting in the state forestry sector of Ukraine, an upward trend is observed only in terms of actual indicators, while in terms of the real value of these expenditures, there is a downward trend overall, which requires improvement of the institutional framework for investment activities in forestry and forest protection. It has been substantiated that the basic institutional and methodological prerequisite for diversifying investment support for the state forestry sector is the implementation of advanced foreign practices of ‘green’ investment, in particular ‘green’ banking lending instruments, municipal ‘green’ borrowing and project financing within the framework of decarbonisation of the national economy. It has been proven that the key element in increasing investment support for the state forestry sector is to increase investment in the modernisation and reconstruction of basic forestry facilities using internal sources, which will be possible if the priorities of fiscal regulation of forestry are revised (shifting the tax burden from rental income and added value to the results of economic development of forest biogeocenosis ecosystem services). It has been established that the increase in investment support for the state forestry sector in the short term will largely be determined by the use of a set of budgetary instruments to stimulate investment in the development of wood waste management infrastructure with the aim of increasing the energy efficiency of the economic development of forest resources.
