ECONOMIC DIAGNOSTICS OF THE STATE OF TERRITORIAL COMMUNITIES IN THE CONTEXT OF STRATEGIC PLANNING DEVELOPMENT OF TERRITORIES
Abstract
The article considers the essence and practical significance of economic diagnostics of the state of territorial communities in the context of strategic planning of their development. It is noted that from a scientific point of view, economic diagnostics of the state of a territorial community is a process of systematic analysis of socio-economic parameters of its development, aimed at identifying trends, problems and reserves in order to increase the effectiveness of strategic management of local development. From a practical, modern economic diagnosis of the state of a territorial community is carried out according to an appropriate algorithm. An algorithm for economic diagnostics of the state of the territorial community in the context of strategic planning of its development has been formed, which also contains a methodological block. On the example of the Zazym rural territorial community, an assessment of the financial, economic, resource and socio-demographic potential was carried out, etc. It has been established that the Zazym community has a high level of financial self-sufficiency, a favorable entrepreneurial environment, powerful human and natural resource potential. Its development is based on a favorable geographical location, investment activity, effective land management and proper quality of local governance. At the same time, a number of problems have been identified: uneven development of starostas, limited industrial space, demographic risks and insufficient diversification of the economic structure. It is emphasized that the methodological support of economic diagnostics of the state of territorial communities in the context of strategic planning of territorial development is not standardized, and therefore provides for an extensive range of methods for analyzing the socio-economic development of territorial communities, in particular: analytical-statistical, comparative-territorial, structural-functional, SWOT, expert and forecast-scenario, etc. The economic diagnostics of the Zazym community was also based on a systematic, multi-level analysis, which combines quantitative indicators and expert assessments. This ensured the complexity, reliability and applied orientation of conclusions on the state and prospects of community development.
