SUSTAINABLE DEVELOPMENT OF RURAL AREAS THROUGH THE PRISM OF STRATEGIC PRIORITIES FOR SMALL AGRICULTURAL ENTERPRISES
Abstract
The article focuses on examining rural development through the lens of the strategic priorities of small-scale farming. It has been determined that small-scale farming (farms, personal peasant farms, cooperatives) has significant potential in solving employment problems, creating added value, and developing local markets. They serve as the basis for diversifying the rural economy, are capable of generating innovative approaches to agribusiness, and contribute to improving the country's food security. It has been identified that global challenges (climate change, threats to food security, and the consequences of military action) highlight the need to set strategic priorities that will ensure not only economic efficiency but also social cohesion and environmental balance. The main small forms of economic activity in rural areas have been summarized, including farms, personal peasant farms (PPFs), agricultural service cooperatives, and family farms. The dynamics of the number of agricultural enterprises were analysed, and it was determined that the decrease in the number of small businesses in rural areas of Ukraine in 2022 was due to a combination of military and economic factors: destruction of material resources, complications in logistics, increased production costs, labour shortages, and lack of state support. Strategic priorities for the development of small businesses in rural areas of Ukraine under martial law are proposed, namely: food security and supply chain resilience; production safety and military risk management; financial stability and access to resources; cooperation as a multiplier of scale; technological modernisation and digitalisation; environmental sustainability and climate adaptation; human capital development and social cohesion; standardisation and access to EU markets; community-business-state partnerships. It has been determined that in wartime, the strategy for small businesses should combine minimising immediate risks with preparing for post-war growth.
