EVALUATING THE POTENTIAL FOR INTEGRATING PROJECT MANAGEMENT INTO THE PRACTICE OF LOCAL SELF-GOVERNMENT: THE CASE OF THE KURNENSKA TERRITORIAL COMMUNITY, ZHYTOMYR REGION
Abstract
The article analyzes local self-government as a fundamental basisto sustainable community development, and project management is an innovative governance approach that optimizes local resource use and aligns public and private goals. This study evaluates implementation of project management in the Kurnenska territorial community as part of its sustainable development strategy. Using analysis of strategy documents (2021-2027), budget data (2019-2024), and project portfolios, the research assesses project activities and capacities. From 2019 to 2024 the community’s own revenues grew 4.1-fold and its share of budget revenue rose from 26% to ~49%, achieving a record budget (over UAH 97 million in 2024). Nevertheless, state transfers (education and infrastructure subsidies, etc.) still make up a large portion of funding, underscoring reliance on external support. The community maintained fiscal balance even under martial-law conditions (a UAH 842.2k surplus in 2024), partly by leveraging international grants (IOM, UNICEF, UNDP, GIZ) for humanitarian and infrastructure projects. Most projects addressed social infrastructure (schools, sports facilities, utilities); systemic economic development projects remain limited by funding and capacity. Challenges include limited staffing: roughly 55% of projects had no dedicated project manager, hindering coordination. War-time conditions required reorienting resources to defense and social support, though these shifts also opened new external funding channels. The study highlights theoretical and practical implications: each project must be aligned with strategic objectives (economic growth, public safety, etc.) and subject to monitoring. Practical recommendations include building institutional capacity through project management training for local officials, and diversifying revenue (developing own sources and public–private partnerships) while expanding donor and grant support. Ongoing cooperation with international donors and establishment of systematic project monitoring and transparent reporting are also advised to improve efficiency. Overall, strengthening institutional capacity and aligning projects with strategic goals is essential for resilient, sustainable local development.
