INSTITUTIONAL PRINCIPLES OF INNOVATIVE DEVELOPMENT OF RURAL ENTREPRENEURSHIP IN UKRAINE IN THE CONTEXT OF EUROPEAN INTEGRATION
Abstract
The article is devoted to the theoretical substantiation and definition of the institutional foundations of the innovative development of rural entrepreneurship in Ukraine in the context of European integration processes. The main steps taken on the path to European integration in the agricultural sector are summarized by direction. The key problems of institutional regulation of the innovative development of rural entrepreneurship in Ukraine in the context of European integration are analyzed and formulated, the consequences of their failure to resolve are formulated and possible solutions are proposed. A model of institutional support for the innovative development of rural entrepreneurship in the context of European integration is developed, which includes seven main blocks: legal and strategic, coordination and management, financial and instrumental, scientific and educational and informational, infrastructure and digital, market, monitoring. The main goal of the proposed model is to create a multi-level, coordinated system of institutions (state, regional, private, academic, public), which provides conditions for the introduction of innovations into rural enterprises, taking into account the requirements and opportunities of European integration (harmonization of legislation, access to EU programs, compliance with quality standards, digital transformation). The practical significance of the study lies in the possibility of using its results to improve state policy and institutional support for innovative rural entrepreneurship, increase investment efficiency and transform the national economy in accordance with European standards. The proposed approaches will contribute to strengthening the competitiveness of agricultural enterprises and ensuring sustainable development of the rural sector of Ukraine.
