METHODOLOGICAL SUPPORT FOR RESEARCH INTO THE PROCESSES OF ESTABLISHING AN ECONOMIC MECHANISM FOR THE SUSTAINABLE DEVELOPMENT OF RURAL AREAS: TRANSFORMATION OF APPROACHES AND STAGES OF FORMATION
Abstract
Based on a critical rethinking of the author's approaches to the formation of a modern architectonics of institutional support for rural development, it has been established that there is a need to develop a methodological basis for researching the processes of forming an economic mechanism for sustainable development of rural areas in order to reveal the fundamental principles of institutionalising various types of this mechanism (catch-up, anti-crisis and compensatory, and anticipatory), identifying the stages of selecting key instruments for stimulating the processes of social and economic revival of villages, as well as instrumental and methodological support for regulatory influence on the reproductive proportions in the rural economy. It is argued that the key element of the methodological basis for studying the processes of forming an economic mechanism for sustainable development of rural areas is a shift from a stereotypical approach to programming the social and economic revival of rural areas to an inclusive and comprehensive approach to using exogenous and endogenous reserves for the sustainable development of the rural settlement network. It has been proven that an integral part of the methodological support for the formation of an economic mechanism for sustainable development of rural areas is the use of institutional analysis. It allows justifying the feasibility of implementing modern institutions for stimulating rural development in the rural economy, activating entrepreneurial activity, creating agricultural advisory institutions, and incorporating institutions of social and environmental responsibility into the worldview of Ukrainian peasants. It has been established that in the context of military and post-war challenges, as well as the challenges of deepening decentralisation, it is necessary to ensure the institutionalisation of a proactive economic mechanism for sustainable development of rural areas, which is focused on adapting domestic sustainable rural development policy to best European practices. This will make it possible to make the best use of international financial and technical assistance for the post-war recovery of the economy of rural settlements that were temporarily occupied by Russian invaders or were located in the frontline zone. It has been proven that the choice of the type of economic mechanism for sustainable development of rural areas determines the forms of such a mechanism (centralised, decentralised and differentiated), which differ both in their basic characteristics and in the focus of the application of regulatory instruments on the reproductive proportions in the rural economy.
