MECHANISMS OF ANTI-CRISIS AND STRATEGIC MANAGEMENT OF THE AVIATION INDUSTRY IN THE CONTEXT OF THE DEFORMATION OF CRISIS IMPACTS IN THE POST-WAR PERIOD: INSTITUTIONAL ASPECT
Abstract
The purpose of the article is to determine the theoretical and methodological foundations and develop practical mechanisms for anti-crisis and strategic management of the aviation industry of Ukraine in the post-war period, taking into account current national security challenges, the need for international integration, and the principles of sustainable development. In the context of armed aggression, the aviation infrastructure has suffered extensive damage, which has jeopardised not only domestic passenger and cargo transportation, but also Ukraine's foreign economic relations. The methodological basis of the work consists of general scientific and special research methods: analysis, synthesis, comparison, classification-analytical and historical-economic approaches, which made it possible to carry out a comprehensive assessment of the state of aviation infrastructure, identify threats and determine risk management mechanisms. The main results of the study are the justification of the need to adopt the National Aviation Strategy of Ukraine until 2050. It has been proven that effective recovery is possible on the basis of public-private partnerships, with the involvement of international donors, low-cost airlines and strategic investors. Particular attention is paid to the role of digital technologies, which can accelerate modernisation and improve the efficiency of infrastructure management. The proposed system of strategic, tactical and operational mechanisms for crisis management combines instruments of public policy, business practices and international cooperation. The practical significance of the results obtained lies in the possibility of using them to develop a roadmap for the recovery of Ukrainian aviation, create an adaptive risk management system, and increase the effectiveness of attracting investment to the sector. The social impact of the research lies in restoring the mobility of the population, ensuring the accessibility of air transport, strengthening national security, and integrating Ukraine into the European aviation space. The scientific novelty of the work is manifested in the synthesis of strategic planning and crisis management approaches with the concepts of sustainable development and digital transformation.
