INNOVATIVE DEVELOPMENT OF TOURISM IN CONDITIONS OF INSTABILITY: PROJECT MANAGEMENT IN TOURISM, USE OF TOURIST RESOURCES, AND THE ROLE OF ORIENTEERING AND TOPOGRAPHY
Abstract
The article explores strategic directions for the innovative development of domestic tourism in Ukraine under conditions of socio-economic instability caused by global challenges, military actions, and the ongoing economic crisis. It highlights the urgent need to modernize the national tourism sector by integrating innovative solutions, strengthening institutional capacity, and adapting development models to the realities of post-crisis recovery. The study emphasizes the importance of effective use of natural, cultural, and historical tourism resources, underlining the necessity of creating new mechanisms for their sustainable management, protection, and promotion at both national and regional levels. Special attention is devoted to tourism project management, considered as a key instrument for increasing the competitiveness of destinations, optimizing resource allocation, improving service quality, and ensuring sustainable development in line with international standards. The article analyzes the transformative role of modern digital technologies, innovative tools, and interactive methods, demonstrating their impact on marketing strategies, tourist engagement, and the overall attractiveness of destinations. A separate focus is placed on orienteering and topography, which are presented not only as important components of tourism safety, but also as essential tools for expanding recreational and educational opportunities, supporting active tourism, and enhancing the overall quality of the tourism product. The main challenges hampering the development of domestic tourism are identified, including infrastructural weaknesses, limited investment, low levels of innovation integration, and insufficient training of qualified personnel. To overcome these obstacles, promising strategic directions are proposed: diversification of tourist services, implementation of innovative educational and training programs, development of cluster initiatives, promotion of interregional and cross-border cooperation, and wider application of digital ecosystems and online platforms for tourism product promotion. Finally, the article formulates practical recommendations aimed at enhancing management efficiency, fostering sustainable innovation, empowering local communities, and creating favorable conditions for the stable, competitive, and future-oriented growth of domestic tourism in Ukraine.
