КРЕДИТНЕ ЗАБЕЗПЕЧЕННЯ АГРАРНИХ ПІДПРИЄМСТВ В УМОВАХ ПОВОЄННОГО ВІДНОВЛЕННЯ УКРАЇНИ
Abstract
The article considers current problems and prospects of credit provision for agricultural enterprises in the post-war recovery of Ukraine. Institutional barriers and opportunities for the development of financial instruments to support the agricultural sector are identified. Factors influencing the creditworthiness of agricultural enterprises are identified. Recommendations are developed to improve credit policy in the context of the reconstruction of Ukraine. An assessment of the needs of agricultural enterprises in credit resources by the main areas of their use in the post-war recovery period of the country, which amounts to over UAH 1,500 billion, is carried out, with the identification of the main barriers (high interest rates, lack of collateral, imperfection of agricultural insurance). The current credit provision instruments in Ukraine are analyzed, including bank loans, the state program "Affordable Loans 5-7-9%", agricultural receipts and international assistance. The volume of loans attracted by agricultural enterprises within the framework of the state program "Affordable Loans 5-7-9%" by regions of Ukraine is determined. The average need of agricultural enterprises for loans by the main areas of their use in the post-war period of the restoration of the industry was determined. The main models of credit provision for agricultural enterprises in Ukraine and the EU countries were compared. It was proposed to take into account the foreign experience of the EU, where various mechanisms of state support, cooperation and innovative finance are used. Promising directions for the development of credit provision in Ukraine were determined – the creation of the Agrarian Development Bank, the introduction of innovative financial technologies, the expansion of state support programs, the involvement of international financial institutions. The implementation of the proposed measures will contribute to the restoration of the agricultural industry, increasing its competitiveness, the development of rural areas and the integration of Ukraine into European agricultural markets.
