FINANCING OF NATURE RESERVE TERRITORIES: FORMS, METHODS AND INSTRUMENTS
Abstract
It has been found that the existing instruments for financing nature reserve areas (NRAs) cover an excessively narrow range of forms, methods and instruments for financial and investment support for the development of nature reserve infrastructure, which does not allow the potential for growth in investment inflows into this segment of nature conservation activities to be exploited, based on global trends and exogenous risks and challenges. It has been established that the main sources of financial and investment support for projects to develop the network of nature conservation infrastructure are the state budget and local budgets. It has been substantiated that the deepening of market transformations in the sphere of economic development of natural resource potential and the enhancement, preservation and restoration of biodiversity have created institutional prerequisites for the use of extra-budgetary financing methods for nature conservation through the involvement of funds from business structures, public organisations and international financial and credit organisations. It has been proven that in the context of land deregulation and corporatisation of certain segments of the natural resource sector of the national economy, additional prerequisites are being created for the implementation of projects to develop the infrastructure of nature conservation on the basis of public and private partnership agreements. It has been determined that the institutionalisation of crowdfunding, which is a collective collaboration of people who voluntarily pool their funds to develop a network of infrastructure facilities for nature conservation, is a key element in diversifying the sources and methods of financing protected areas. It has been established that the main instruments for financing NRAs are: 1) appropriations (funds allocated from centralised and decentralised sources for the needs of nature conservation entities); 2) issuance of securities; 3) subventions, grants and subsidies (direct and indirect budgetary support for the development of nature conservation areas); 4) grants and philanthropic contributions; 5) compensation and reimbursement (budget payments to nature users who have suffered losses and damages as a result of the transfer of land to the status of nature conservation areas); 6) equity participation; 7) credits and loans; 8) factoring.
