PECULIARITIES OF ENSURING THE SAFETY OF TOURISTS IN THE COASTAL REGIONS OF UKRAINE DURING THE LEGAL REGIME OF MARTIAL LAW
Abstract
The article is devoted to the analysis of the specifics of ensuring the safety of tourists under martial law on the example of the coastal regions of Ukraine. The paper examines the main risk factors for tourists associated with the war, as well as proposals for improving the mechanisms for protecting travellers in times of crisis. Particular attention is paid to the impact of martial law on the functioning of the tourism sector, in particular in the coastal regions of Ukraine, where the situation is complicated by hostilities, destruction of infrastructure, threats of shelling, mining and possible terrorist attacks. In particular, the article examines how the legal regime of martial law regulates security measures, such as movement restrictions, evacuation and informing citizens. The author analyses the legislative acts that define the legal order for the protection of tourists in emergency situations, including the Constitution of Ukraine, the Laws of Ukraine ‘On the Legal Regime of Martial Law’, ‘On Tourism’, and other regulatory documents governing security issues. In particular, the author highlights the role of laws in creating a risk management system that includes both preventive measures and emergency response. The article emphasises the need to improve insurance products adapted to martial law conditions, as well as the importance of interagency cooperation between state authorities, local governments and the private sector. The author pays special attention to the state of security in the coastal regions of Ukraine, in particular Odesa, Kherson, Mykolaiv and Zaporizhzhia regions, which are of strategic importance for the tourism industry. Tourist safety issues, including the mining of water areas and the destruction of infrastructure, have significantly reduced the flow of tourists, but there are measures in place to ensure safety, such as the construction of shelters, surveys of water areas and the creation of safe places to stay. The conclusions emphasise the need to further improve the security system and infrastructure under martial law to preserve Ukraine's tourism potential.
