«OBJECTIVES TREE» IN THE REGIONAL DEVELOPMENT MANAGEMENT

Abstract

This article highlights the issues of managing the socio-economic and cultural development of the region, in particular, the «goal tree» used in this context. Using systematic and synergetic approaches, methods of analysis thesis, induction and deduction, comparative analysis, it is substantiated that the issue of management in general at any level, and public in particular, is one of the most relevant and important for management theory and practice. At the same time, it is established that in the process of territorial management it is possible to identify its system-forming elements – public sources of origin and fixation of the goals of public administration; subjective slice of its expediency and openness of various goals of public administration; their hierarchy, which has a significant sociological meaning; formation of an appropriate «tree of goals» of public administration in the region. At the same time, in the organizational system of state management of territories a special role is given to local selfgovernment as a special subsystem with its own objects of management, its competence, procedures and forms of organization and appropriate material and financial support and technology of personnel and other. Only it is closely connected with the population and is the bearer and source of power, including in relation to higher levels below, above – with the state authorities of the territory and Ukraine as a whole. First of all, this ensures the systemic nature of public management. At the same time, if the organizational structure of public administration in the region is considered not only the whole set of executive bodies, which traditionally deals only with him, but a holistic system of organizational relations that affect management, it is impossible not to determine what it includes (introduces management processes) various parties and dependencies of almost all public authorities and local governments, which to some extent are complicit in the process of formation and implementation of management decisions.
