COMMUNICATION COMPONENT OF THE IMPLEMENTATION OF THE EUROPEAN GREEN DEAL: EXPERIENCE FOR UKRAINE

Abstract

The main purpose of this article is to identify areas and mechanisms for developing sustainable communications, dialogue, and responsible partnerships in the context of implementing the European Green Deal, as well as to explore the possibilities of applying these practices in Ukraine. The purpose of the article was achieved through the use of the following methods: analysis and synthesis of processed information, logical generalization and scientific abstraction. In particular, it is noted that the European Green Deal is an integral part of European Commission’s strategy to implement the United Nation’s 2030 Agenda and the sustainable development goals. It includes areas of activities covering the climate, the environment, energy, transport, industry, agriculture and sustainable finance, all of which are strongly interlinked. It is emphasized that ensuring proper governance of the European Green Deal requires unifying stakeholders around a shared vision of the goals of the green transition, coordinated policy development, creating shared motivation and responsible partnerships. It is concluded that achieving such unification requires establishing a system of sustainable communications at all stages of implementation, from strategy development to the implementation of partnerships at the local level. Four key mechanisms for implementing the communication component of the EWC architecture were analyzed: 1) fundamental documents, in particular the Aarhus Convention, on the basis of which the EWC is implemented; 2) mechanisms of European social dialogue and European mechanisms of public participation in the political decision-making process; 3) mechanisms for implementing partnerships at the national, regional and local levels; 4) officially established and informal communication/digital platforms for broad public information, education and feedback. Particular attention is paid to the analysis of problems and positive developments in the formation of a system of sustainable communications regarding the green transition in Ukraine, primarily in the context of dialogue between government and business at the national level, as well as at the level of individual communities. The results of the study will allow us to deepen knowledge about the communication component of the implementation of the European Green Deal, which is especially important at the current stage of the dialogue between the Ukrainian authorities and key stakeholders on the green transition at all levels.
