PECULIARITIES OF FORMING THE BUDGETS OF TERRITORIAL COMMUNITIES IN THE WARTIME PERIOD
Abstract
The circumstances of martial law, introduced in Ukraine in 2022 as a consequence of the full-scale armed aggression of the Russian Federation, have significantly changed the socio-economic setting in which territorial communities operate. Specifically, these hardships are particularly acute in the communities of Kyiv region, a few of which have suffered from hostilities, occupation and significant destruction. Simultaneously, these communities exhibit instances of adaptation to crisis situations: attracting grant funds, international aid, modifying budget priorities, and executing innovations in financial planning. The exploration of the unique aspects of forming budgets of territorial communities during wartime is of substantial practical import for the establishment of an effective financial policy at the local level. It allows for analyzing the present state of budgetary processes, and also to develop suggestions for bolstering the financial capabilities of communities in emergency conditions and post-war restoration. The article explores the specifics of creating budgets of territorial communities during wartime in the Kyiv region. The core of the concept of a territorial community budget is revealed and its structure under martial law is described. The elements impacting the budget process in wartime are identified. The composition and dynamics of revenues to local budgets of communities in the Kyiv region in 2022-2024 are analyzed. The peculiarities of the modification of the revenue structure due to military challenges are clarified. The role and volume of grant revenues, grants and subventions in ensuring the stability of the revenue side of local budgets during the war period are determined. The article analyses the effectiveness of revenue mobilisation mechanisms in certain communities of Kyiv region during the war period. The main problems that surface during the formation of budgets of territorial communities in crisis situations are identified. The efficacy of revenue mobilization mechanisms in select communities of Kyiv region is evaluated. The courses of action for enhancing budget policy at the local level are substantiated, considering military and post-war challenges.
