FINANCIAL REGULATION OF THE DEVELOPMENT OF INNOVATIVE STARTUP ENTREPRENEURSHIP IN UKRAINE: COOPERATION BETWEEN EDUCATION, SCIENCE AND BUSINESS
Abstract
The article is devoted to the current issues of financial regulation of innovative activities of business entities in the national economy, the development of startup entrepreneurship, startup ecosystem, cooperation of private enterprises, higher education institutions and scientific institutions. The latest research of domestic and foreign scientists in the field of fintech environment, innovative entrepreneurship, commercialization of scientific research is analyzed. The essence of the concepts of «financial regulation», «innovative development», «startup» is specified. The dynamics of the number of innovatively active industrial enterprises, their expenses for innovative activities, including scientific research and development (R&D), financial support for innovations are studied. The activity of large startup companies in Ukraine and Central and Eastern Europe is compared. Attention is focused on state projects and programs that stimulate startup entrepreneurship, in particular, the successful example of the Diya.City regime. Some guidelines for improving state, in particular financial regulation of the development of innovative startup entrepreneurship are outlined, including on the basis of the use of budgetary and tax support instruments, namely: creation and implementation of state funding programs (full and partial), material support for creative students and youth, tax incentives (reduction of income tax rates, personal income tax, potentially VAT, inclusion of startup companies in one of the groups of single tax payers or creation of a separate group), tools for budgetary and tax incentives for the development of the necessary infrastructure, including science parks. The main aspects and means of improving the synergy of business, educational institutions and scientific institutions are considered. The regulatory and legal regulation of the activities of startup companies in the national economy is studied, its main shortcomings are identified and ways of improvement are proposed. Attention is focused on the importance of business incubators and accelerators in the development of startup entrepreneurship.
