FINANCIAL SECURITY OF THE INSURANCE MARKET IN UKRAINE
Abstract
This article examines the theoretical foundations and practical aspects of financial security in Ukraine’s insurance market during the period 2020–2024, emphasizing its critical importance in the context of war, economic volatility, and regulatory transformation. The authors analyze key indicators of insurance market security, such as insurance penetration, premium density, long-term insurance share, payout ratio, and reinsurance dependency. The research highlights a persistent decline in insurance penetration and low premium density, indicating systemic underdevelopment and limited risk coverage. The study also outlines the weaknesses in capital adequacy and the high market concentration, which limit the sector’s competitiveness. In this regard, a comprehensive set of measures is required to enhance the financial security of the insurance sector and ensure its resilience in the face of wartime challenges. Particular attention is paid to the regulatory role of the National Bank of Ukraine, which has implemented targeted measures to maintain market resilience, such as relaxing solvency requirements and supporting insurers through crisis-specific instruments. However, these measures also led to growing volumes of non-performing assets. The article proposes an institutional model for strengthening financial security, incorporating enhanced regulatory oversight, the adoption of a risk-based supervision approach, development of InsurTech innovations, diversification of reinsurance instruments, and digitalization of insurance services. The authors emphasize that improving financial literacy and leveraging international technical assistance – particularly from the World Bank and EBRD – are critical steps for sustainable recovery. Aligning national practices with the Solvency II directive is also emphasized as a strategic priority to enhance long-term financial resilience. The implementation of the proposed measures will enable the insurance market to adapt to the challenges of wartime and post-war recovery, improve regulation, reduce systemic risks, increase demand for insurance services, and accelerate the development of an insurance culture in Ukraine.
