FLEXIBLE EMPLOYMENT FORMS IN IT MANAGEMENT: HUMAN RESOURCES MANAGEMENT UNDER CONDITIONS OF TRADITIONAL LABOR RELATIONS TRANSFORMATION AND STAFF SHORTAGE
Abstract
The article examines flexible employment forms in IT management and their role in addressing staff shortages in Ukraine's technology sector. The COVID-19 pandemic accelerated the shift to remote and hybrid work models, forcing organizations to rethink traditional HR practices. The study aims to develop theoretical and methodological foundations for implementing flexible employment as an effective tool for optimizing personnel management amid changing labor relations and talent scarcity. The research employs a systematic approach to analyzing transformational processes in HR management, using comparative and structural-functional analysis methods. The study systematizes a typology of flexible employment forms across four dimensions: spatial (work location), temporal (schedule flexibility), organizational (contract types), and functional (role mobility). A three-level transformation model for HR processes has been developed, covering operational, tactical, and strategic changes. The research reveals that flexible employment forms effectively address staff shortages by expanding the geographical talent pool beyond local markets. Hybrid work models emerge as most effective, combining remote work autonomy with face-to-face collaboration benefits. Key findings show that successful implementation requires synchronized transformation of technological infrastructure, organizational processes, and corporate culture. The study demonstrates how Ukrainian IT companies can leverage flexible employment to compete globally for talent while adapting to post-pandemic workforce expectations. Practical recommendations include developing personalized "flexibility packages" for employees, implementing result-oriented performance management, and creating virtual team management protocols. The research contributes to HR theory by providing a comprehensive framework for flexible employment implementation that balances business efficiency with employee satisfaction in the context of Ukraine's dynamic IT sector.
