SOME FEATURES OF DIGITALIZATION OF ACCOUNTING IN BUDGETARY INSTITUTIONS

Abstract

The article examines the peculiarities of accounting digitalization in public sector institutions under current conditions. The study substantiates the critical importance of digital transformation in accounting processes within budgetary institutions, considering the specific features of national regulatory frameworks, including a distinct chart of accounts, unique methodological foundations, particularly in the recognition and documentation of economic transactions, as well as the heightened emphasis on transparency regarding the receipt and targeted use of funds allocated by principal budget administrators. The paper identifies the key advantages of digitalizing accounting in public sector entities. It analyses the specifics of document workflow in budgetary institutions, highlighting core processes involving both counterparties and governmental or local self-government bodies. In this context, various digital tools and systems are used, such as the Unified Information System for Budget Management, M.E.Doc, the Information-Analytical System for Planning and Executing Local Budgets "LOGICA", the software and hardware system "Treasury Client – Treasury", the Electronic Taxpayer Cabinet, and various paper-based documentation. It presents a comparative analysis of major domestic software solutions used for accounting in public institutions, including "Debet Plus", "Comprehensive Accounting for Budgetary Institutions of Ukraine", "FIT–Budget", "UAS" – Ukrainian accounting system. Management of a budget institution, "MASTER: Comprehensive accounting for budget institutions", BAS: "KBS. Accounting of a Municipal Enterprise" "KBS. Accounting of a Budget Institution", "ISpro: Budget", "MASTER: Budget Institutions" (industry-specific configurations), "CHIZ–Accounting", and the BudgetSoft System. The functional capabilities of software products are characterized, as well as their key advantages and disadvantages are defined. Finally, the article outlines the main tasks, requirements for development, and criteria for selecting software aimed at supporting accounting and control functions in budget institutions.
