DEVELOPMENT OF A METHODOLOGY FOR ASSESSING THE SOCIAL EFFICIENCY OF LABOR IN UKRAINE
Abstract
In response to the need for an improved system of indicators to assess the social efficiency of labor, driven by current challenges such as labor market transformation, the increasing influence of digitalization, changes in employment models, and growing social expectations regarding working conditions, this article proposes a revised methodology for calculating the integral indicator of social efficiency of labor. The aim of the study is to develop an enhanced methodology for evaluating social efficiency of labor, along with a comprehensive set of indicators that reflect this efficiency within the context of labor market transformations and global challenges. The research employs methods of comparative analysis, index modeling, indicator normalization, integral assessment, and statistical analysis of socio-economic trends that characterize social efficiency of labor in Ukraine from 2017 to 2024. According to the methodology developed by the author, the integral indicator of social efficiency of labor is calculated as the average of normalized values of seven indices, each representing a distinct aspect of social efficiency (gender pay gap index, poverty level index, government investment in education index, unemployment rate index, occupational injury rate index per 100,000 employed persons, ratio of average wage to subsistence minimum index, and higher education coverage index), taking into account the positive or negative influence of each. The article presents an analysis of indicators describing the level of social efficiency of labor in Ukraine between 2017 and 2024, and examines the dynamics of changes in the integral index over this period. A key direction for future research involves a deeper analysis of the interrelations between specific indicators of social efficiency and the factors of digitalization and state socio-economic policy, as well as the adaptation of the proposed methodology for cross-country comparisons of social efficiency levels.
