PENSION SECURITY OF THE POPULATION OF UKRAINE UNDER MARTIAL LAW
Abstract
The article examines the features of the functioning of the pension sector in Ukraine under martial law, analyzes the level of pension provision for Ukrainian pensioners. It is noted that military operations in our country have led to crisis phenomena in the national economy, which have affected the functioning of the domestic pension system. The assessment of the level of pension provision for citizens of retirement age shows that it is significantly inferior to pension payments in EU countries. Despite the constant increase in the size of minimum and average pensions over the period under study, they cannot fully meet all the necessary needs of Ukrainian pensioners today. The article draws attention to the fact that the financial capabilities of the solidarity pension system, under martial law, do not allow the state to fully fulfill its obligations to citizens of retirement age. This is due to the decrease in the number of payers of the Unified Social Contribution due to the significant migration of the working-age population abroad and, accordingly, a decrease in the efficiency of the functioning of the domestic labor market. The ratio that has developed between payers of pension contributions to the solidarity pension system and Ukrainian pensioners shows that the financial burden on the working population is increasing. In this regard, there is a need to attract funds from the State Budget of Ukraine, as well as financial resources of international financial organizations. The article draws attention to the fact that in order to increase the financial potential of the pension sector in Ukraine, it is necessary to use the accumulative component of the national pension system, to create conditions for protecting pension assets of accumulative pension programs. The results of the research show that an important source for increasing the income of Ukrainian pensioners is non-state pension provision, which forms the third tier of the domestic pension system. To increase the efficiency of its functioning, it is necessary to strengthen the mechanisms for protecting citizens' accumulative pension assets, to develop the stock market of Ukraine to expand access to various investment products.
