FACTORS INFLUENCING THE DEVELOPMENT OF THE HOTEL AND RESTAURANT BUSINESS IN DE-OCCUPIED REGIONS
Abstract
The article examines the role of infrastructure restoration as a key factor in the development of the hotel and restaurant business in the de-occupied territories of Ukraine. The main directions of reconstruction are analyzed — building repairs, restoration of transport and utility networks, provision of internet connectivity, as well as the development of social infrastructure, which together create favorable conditions for business operations and attracting tourists. Emphasis is placed on the importance of a comprehensive approach that takes into account environmental standards and the principles of sustainable development. The article also explores government support for business in the form of concessional loans, tax benefits, simplification of administrative procedures, and the creation of a favorable investment climate, including through the involvement of international financial institutions and the development of special economic zones. It is emphasized that comprehensive infrastructure recovery and active government policy are the foundation for sustainable economic growth, tourism development, and the creation of new jobs in de-occupied regions. The significance of tourism revival in de-occupied regions is considered as one of the key factors of economic recovery. The case of the Kherson region is used to analyze the potential for hotel and restaurant business development based on the region’s natural, cultural, and gastronomic resources. Special attention is given to infrastructure restoration, attracting investment, developing new tourist routes, and improving service quality. The challenges of training qualified personnel and providing psychological support to the local population — crucial elements of sustainable tourism development — are also highlighted. It is shown that active cooperation between authorities, businesses, and international organizations is essential for successful recovery and further growth of the tourism potential in de-occupied territories.
