RESILIENT SMART-ECONOMIC AS A BASIS FOR THE RESTORATION OF THE SOCIO-ECONOMIC SYSTEM OF UKRAINE

Abstract

The scientific article has proven the importance of combining SMART and resilient development models of socio-economic systems (SES) at different levels within the resilient Smart development model. The features of the formation and consequences of using a resilient smart economy (RSE) for socio-economic systems at various levels have been revealed. Based on the definition of the terms “smart economy” and “resilient economy,” the essence of the term “resilient smart economy” has been defined. The necessity of transitioning Ukraine's socio-economic system to a resilient smart development model has been confirmed. The goal and objectives of transitioning to a resilient smart model for the development of Ukraine’s socio-economic system have been defined. A set of measures for implementing this transition has been developed. The emergence of the Smart Economy concept was caused by an attempt to combine into a single whole all possible ways of developing socio-economic systems in the post-industrial economy (innovation, digitalization, socialization, greening, transition to “blue” business conditions, development of human capital, Industry 4.0, Industry 5.0). The concept of a resilient economy became a reaction to the growing turbulence in the functioning of socio-economic systems at various levels, caused by climate change, political events, pandemics, growing social tension, and the increase in the number of military conflicts, especially with regard to Russian military aggression against Ukraine. Ensuring post-war effective socio-economic development of Ukraine requires the search and implementation of new development models, where the most suitable model is one that combines the Smart Economy and Resilient Economy models. The introduction of a resilient smart development model for the socio-economic system of Ukraine will allow accelerating the processes of post-war recovery based on the smartization of socio-economic relations with an emphasis on socialization and digitalization. Prospects for further research lie in revealing the features of the transformation of individual components of the socio-economic system of Ukraine within the framework of the transition to a resilient smart model of development.
