THE ROLE OF PLANNING AS A MANAGEMENT FUNCTION IN ENTERPRISE MANAGEMENT
Abstract
The article highlights the role of planning as a fundamental function of management that ensures strategic orientation and systemic coherence in enterprise governance. The relevance of the study is driven by the need to improve the efficiency of management processes in a turbulent market environment, global competition, technological transformations, and political instability. Planning is considered a key instrument for goal setting, coordinating actions, and ensuring the adaptability of the enterprise to emerging challenges and risks. The purpose of the article is to substantiate the importance of planning in enterprise management and to determine its place within the overall management system. The methodological basis of the study includes methods of analysis, synthesis, generalization, deduction, and induction. The study characterizes the main types of planning according to time horizons (strategic, tactical, operational), as well as according to functional areas of enterprise activity. Particular attention is paid to the interconnection between planning and other essential management functions, such as organization, motivation, and control. It is substantiated that effective planning enables the enterprise to ensure a logical sequence of management actions, optimize resource use, minimize risks, and avoid strategic mistakes. It is noted that modern business conditions require the implementation of adaptive and scenario-based planning focused on rapid responses to dynamic external environmental changes. The findings of the study indicate that planning is not only a prerequisite for enterprise stability and development, but also a critical factor in enhancing its competitiveness and resilience. The practical value of the article lies in the fact that the formulated provisions can be applied to improve the management systems of enterprises of various ownership forms and sectors, taking into account the needs of strategic development, flexible response to external challenges, and strengthening the role of the human factor in the implementation of managerial decisions.
