HUMAN POTENTIAL AS A STRATEGIC DEVELOPMENT FACTOR OF THE CARPATHIAN ECONOMIC REGION
Abstract
The modern world is characterized by increased competition between economic players at all levels, which highlights the need and feasibility of determining the factors that contribute to building a sustainable competitive system capable of being in a state of constant development. The development of the economy of the country and its regions is due to the opportunities for human development, which is a basic element of strategy, aimed at building a competitive system of regional government. Human development brings to the country and region not only new opportunities but new strategic resources. The purpose of the study is to diagnose the main components of the human factor in the development of the regional economy and justify ways to intensify it. Research methods: comparative analysis, monograph, cause-and-effect relationships, etc. The analysis showed that the western regions lag significantly behind the average in Ukraine in terms of gross regional product per capita. It is proved that the level of development of the region depends on human potential, which create new values, transform new ideas into innovations. The state of the human factor in Ukraine and western regions is diagnosed in three mostly important areas: characteristics of education, assessment of the scientific load of the population; labor market and unemployment. While the number of students is declining, the human potential of science and research is growing. The reduction of the unemployment rate in the analyzed regions, except for Transkarpathia, is positive. To strengthen the human factor in the development of national and regional economies, it is recommended: to develop a network of educational institutions and actively involve students from other countries in addition to Ukrainians; to promote the importance of education and science in the formation of a competitive economy that will promote a cultural and institutional system based on innovation; to support financial support of science and research; expand the range of regional economic programs that will increase the number of jobs, especially smart working places, and reduce level of unemployment. The practical significance of the research results lies in the substantiation of ways to enhance human potential and, as a consequence, the regional economy.
