INNOVATION POTENTIAL AS A BASIS FOR THE DEVELOPMENT OF FARM HOUSEHOLDS

Abstract

The article explores the significance of innovation potential as a basis for the development of farm households in Ukraine, emphasizing its role in increasing competitiveness and ensuring food security. It is determined that innovation potential encompasses not only technological aspects but also the capacity for organizational changes, implementation of modern management methods, staff qualification improvement, and adaptation to changing market conditions. It has been found that, despite the awareness of the importance of innovations, the agricultural sector of Ukraine, particularly farm households, faces a number of challenges. These include: limited access to financing for innovative projects, insufficient technology transfer and dissemination of best practices, as well as a tendency towards conservative approaches. It is established that economic growth, driven by raw material exports, negatively affects the innovation component, leaving most farm households unprepared for innovations. To overcome these problems, the necessity of developing and implementing scientifically grounded principles of state innovation policy is substantiated. Among the main principles highlighted are: defining priorities, forming a regulatory and legal framework, preserving and utilizing scientific and technical potential, ensuring interaction between science, education, production, and the financial sector, as well as effectively using market mechanisms, taking into account the specifics of farm households. It is emphasized that the activation of innovation activity and the increase of innovation potential of farm households are possible through cooperation and targeted state policy. Particular attention is paid to the impact of tax policy on innovation development, in particular the need to account for innovation costs when calculating the tax burden. The importance of activating the activities of Advisory Services in the context of European integration for informational support and consulting farmers on innovation issues is noted.
