ASSESSMENT OF THE LEVEL OF FOOD SECURITY IN UKRAINE IN THE CONTEXT OF KEY ECONOMIC THREATS
Abstract
In the context of deep transformations of Ukraine's economy, caused by both global challenges and a long armed conflict, the issue of food security has become critical both in the political and socio-economic dimensions. Systemic threats associated with the destruction of logistics chains, the occupation of part of agricultural territories, changes in consumer demand and a decrease in the solvency of the population create conditions under which it is necessary to reassess the existing mechanisms for ensuring food security and develop adaptive models of regional and national governance. The study uses an integrated approach to the analysis of food security, combining elements of indicator assessment, comparative analysis of the dynamics of consumption of the main types of food, as well as interpretation of official data on the levels of self-sufficiency and dependence on imports. The methodological framework includes the principles of sustainable development, food availability and functional sustainability. As a result of the analysis, key threats to food security have been identified, among which are dominated by violations of agro-industrial production, disproportions in food consumption, regional uneven provision of food resources and a critically low level of access to quality nutrition in vulnerable groups of the population. It has been determined that traditional instruments of State regulation do not provide a sufficient level of flexibility and adaptability in the conditions of the military economy. The necessity of revising the strategy for ensuring food security taking into account new challenges has been substantiated, which requires expanding the institutional capacity of the State, introducing regionally oriented interventions, strengthening the role of communities in the formation of local food policy and introducing innovative agricultural technologies. It is concluded that effective provision of food security in modern conditions is possible only if a comprehensive combination of macroeconomic mechanisms, targeted social policy and flexible response to regional risks.
