HUMAN RESOURCE SHORTAGE AND HUMAN CAPITAL DEPLETION AS DETERMINANTS OF UKRAINE'S ECONOMIC SLOWDOWN
Abstract
The article provides a comprehensive analysis of the structural crisis of human capital in Ukraine, which has intensified due to the full-scale military invasion by the Russian Federation in 2022. The study examines the key causes of the labor shortage, such as mass migration (over 6 million citizens left the country), internal displacement, mobilization of working-age citizens, the destruction and relocation of businesses, demographic decline, and skill mismatches between labor market supply and demand. These factors have jointly led to a profound deficit of qualified professionals in crucial economic sectors, including education, manufacturing, energy, healthcare, construction, and logistics. Article also explores the multifaceted consequences of the workforce shortage for the national economy. In particular, the shortage of specialists reduces production volumes, lowers business competitiveness, increases operational costs, hinders innovation, and contributes to economic stagnation. The analysis also highlights the industries most affected by the labor shortage and presents statistical data confirming the scope of the crisis. Emphasis is placed on the implications for investment attractiveness, business sustainability, and social stability. Based on current research and international best practices, the study proposes strategic directions to overcome the human capital crisis. These include reforming the vocational education system, facilitating the return of labor migrants, encouraging the employment of underrepresented population groups, integrating foreign workers, improving working conditions, increasing wages, and implementing digitalization and automation in production processes. The research underscores the urgent need for coordinated action between the state, business sector, and civil society to address the human resource crisis. The human capital deficit is interpreted not only as a labor market issue but also as a broader indicator of socio-economic vulnerability and the depth of national institutional resilience. Overcoming this crisis is essential for ensuring sustainable economic recovery and long-term growth in post-war Ukraine.
