MECHANISMS OF ADAPTIVE MANAGEMENT OF SUSTAINABLE DEVELOPMENT OF RURAL TERRITORIES OF UKRAINE IN THE CONTEXT OF INTEGRATION CONVERGENCE WITH THE EU
Abstract
The purpose of the article is to study the theoretical and methodological foundations and practical guidelines of adaptive management of sustainable development of rural areas of Ukraine in the context of integration convergence with the EU by identifying transformational determinants, institutional reframing and modernization of management architectures. The methodological basis of the study is a system-structural approach to the analysis of adaptive mechanisms for managing the development of rural areas in the context of integration interaction with the EU. The principles of multi-level stratification of managerial influences, institutional reconfiguration and resource-functional modeling are applied. The methods of comparative analysis, structural-logical generalization, expert assessment, as well as elements of factor analysis are used to identify destructive dysfunctions and potential zones of evolutionary transformation of managerial practices in rural space. The article provides a comprehensive theoretical and methodological understanding of the mechanisms of adaptive management of sustainable development of rural areas of Ukraine, taking into account integration convergence with the institutional space of the European Union. It is determined that the effectiveness of adaptive management influence is determined by the ability of systemic transformation of local management structures through the involvement of decentralized instruments and resource synergy. The role of the integrative potential of EU cohesion policies as a catalyst for institutional resynchronization of rural space and activation of endogenous development in the conditions of multi-level governance is investigated. The key dysfunctions of existing models of territorial management are identified and a conceptual framework of adaptive institutionalization is proposed, based on the principles of strategic reflexivity and smart specialization of agricultural clusters. The need for the formation of polycentric management structures that are capable of ensuring the evolutionary and progressive development of rural areas of Ukraine in the vector of European integration is proven.
