THE INNOVATIVE COMPONENT OF THE UKRAINIAN REGIONS' POTENTIAL DEVELOPMENT
Abstract
The article investigates the innovation component of the Ukrainian region's development potential, identifying it as a critical determinant of regional competitiveness in digital transformation, globalization, and ongoing systemic socio-economic challenges. To assess competitiveness, integrated indices are used that consider the economic, social, and innovation potentials, as well as the specialization of regions. Thus, the innovative potential of a region's development is one of the key elements of its competitiveness. The innovative capacity of areas is seen as the potential of socio-economic systems to produce, implement, and scale the effect of new knowledge, technologies, products, and management decisions. The innovation of regions is a requirement for attracting investment, developing export potential, and increasing socio-economic well-being. The need for a systematic assessment of innovation potential to formulate an effective state and regional innovation policy is confirmed. Particular attention is paid to the strategic aspects of the formation of the state innovation policy, which should be aimed at creating favorable conditions for the development of innovations in the regions, eliminating imbalances, supporting scientific initiatives, and modernizing the scientific infrastructure. The article analyses expenditures on research and development in the regional context. A significant concentration of funding in the cities of Kyiv, Dnipro, and Kharkiv regions was identified. There is a positive trend in the growth of the number of scientists involved in several regions. Also, a quantitative assessment of the human resource potential involved in R&D was carried out, and the structure of employment in the scientific sphere was revealed. A qualitative increase in the level of personnel was found, which indicates the development of scientific potential. The formation of an effective system for assessing and implementing innovation potential is an important tool for ensuring sustainable socio-economic development of regions, reducing interregional disparities, and strengthening overall competitiveness.
