METHODOLOGY FOR THE RESEARCH, DEVELOPMENT, AND IMPLEMENTATION OF INVESTMENT SUPPORT MECHANISMS FOR THE SUSTAINABLE DEVELOPMENT OF THE AGRICULTURAL SECTOR IN UKRAINE
Abstract
The article is devoted to the development of a methodology for researching, designing, and implementing mechanisms for investment support of the sustainable development of Ukraine’s agricultural sector. Based on a systemic approach, modern investment programs, including state grants, preferential lending, and international initiatives aimed at modernizing and enhancing the ecological and economic stability of the sector, are analyzed. The study proposes a comprehensive methodology that encompasses the analysis of investment needs, the development of financial instruments, and the evaluation of their effectiveness. Special attention is given to adapting these mechanisms to the challenges of the state of war, climate change, and European integration processes, particularly the need for a stable legal environment and expanded access to financing for small and medium-sized agricultural producers. The research highlights major challenges, such as an unstable legislative environment, an insufficient statistical base for analyzing the needs of small farms, and low levels of innovation, which limit the effectiveness of investment mechanisms. A set of recommendations is proposed, including the establishment of standardized procedures for assessing investment needs, the integration of digital technologies to enhance financing transparency, and the deepening of international cooperation with organizations such as FAO and UNDP to adopt best global practices. The article emphasizes the need for a comprehensive approach that integrates economic, ecological, and social aspects to ensure the sustainable development of Ukraine’s agricultural sector in the face of contemporary challenges. To achieve sustainable development, it is crucial to ensure effective coordination of actions among the state, business, the scientific community, and international partners. Develop a national program for investment support of sustainable development in the agricultural sector, with an emphasis on "green" technologies. Promote the development of public-private partnerships to implement strategic projects aimed at modernizing agricultural infrastructure. Improve legislation to stimulate ecological investments, including incentives for enterprises that adopt innovative technologies. Develop educational and informational programs for agricultural producers, involving international experts.
