ENSURING THE QUALITY OF HUMAN CAPITAL IN THE CONTEXT OF ARTIFICIAL INTELLIGENCE AND AUTOMATION IMPLEMENTATION

Abstract

This article investigates the challenges of ensuring human capital quality amid the digital transformation of the economy driven by artificial intelligence (AI) and automation. The study aims to analyze mechanisms for adapting human capital to new economic realities using an institutional approach. Methods of systemic analysis, comparative analysis, and modeling were employed to assess the impact of AI on the labor market, education, and social inequality. Key risks, such as educational gaps and increasing social inequality, as well as opportunities, including enhanced productivity and personalized learning, were identified. Current approaches to assessing human capital, which account for digital competencies, adaptability, and innovation, were analyzed. An institutional “5D printer” model is proposed, integrating five dimensions: digital competence, cognitive flexibility, lifelong learning, access to digital infrastructure, and ethical responsibility. This model aims to harmonize labor market supply and demand and is tailored to the regional specifics of transitional economies, such as Ukraine. The model also reflects the importance of inclusive digital policy design and the necessity of establishing sustainable frameworks for upskilling and reskilling processes. The scientific novelty lies in its systemic approach to human capital adaptation, with an emphasis on ethical AI governance, which is rarely addressed in existing literature. Furthermore, the model incorporates mechanisms to reduce structural inequalities and promotes the integration of digital ethics into public and corporate strategies. The practical significance includes recommendations for public policy, businesses, and educational institutions, such as establishing lifelong learning programs, fostering partnerships for retraining funding, and developing ethical standards for AI use in workforce management and education. The findings can be applied to formulate comprehensive strategies for human capital development in the digital economy, contributing to workforce competitiveness, social resilience, and sustainable economic growth under conditions of rapid technological advancement.
