FORMULATION OF ECONOMIC POLICY FOR SUSTAINABLE AGRICULTURE: CURRENT APPROACHES AND CHALLENGES
Abstract
The article investigates the theoretical and methodological foundations of the formation of an economic policy of sustainable agriculture, which is proposed to be understood as a system of government measures aimed at ensuring the long-term economic viability of the agricultural sector while respecting the principles of environmental sustainability and social justice. Such a policy involves creating economic conditions that encourage all stakeholders to adopt practices that ensure economic efficiency, environmental sustainability, and social justice. This is because a market economy requires the state not only to regulate, but also to actively stimulate economic growth by creating institutional conditions for business development, attracting investment, and increasing the competitiveness of the national economy. Sustainable agricultural development is a key area of modern economic policy that combines the economic interests of agricultural producers with the requirements for the preservation of the natural environment and the social welfare of the rural population. The main objectives of the economic policy of sustainable agriculture are as follows: ensuring economic sustainability and competitiveness of agricultural producers by creating a favorable investment environment and access to financial resources; supporting sustainable productivity growth in the agricultural sector through modernization of production and introduction of advanced agricultural technologies; promoting environmental sustainability through conservation of natural resources, introduction of environmentally friendly management practices and mini-sustainable agriculture. A wide range of tools and mechanisms are used to implement the targets of the economic policy of sustainable agriculture, among which the key place is occupied by state programs and strategies. In the article, the author identifies the constituent elements of the mechanism for implementing the economic policy of sustainable agriculture, which will ensure the coordinated functioning of economic, environmental and social components of agricultural development in the long term.
