DEVELOPMENT OF MEDICAL TOURISM IN UKRAINE: PROBLEMS AND OPPORTUNITIES

Abstract

The uneven level of development of healthcare systems in different countries of the world, as well as natural and climatic diversity, stimulate the active growth of the medical tourism sector. This phenomenon is economically beneficial for states, because the export of services, in particular medical ones, often brings more profit than the trade in finished products or raw materials. At the same time, the effective development of medical tourism requires proper legal regulation and state support through the implementation of appropriate regulatory and legal mechanisms. The purpose of the article is a comprehensive study of the state of medical tourism in Ukraine in the conditions of a full-scale war, as well as the systematization of problems and opportunities for its post-war restoration and development. To achieve the set goal, systemic, structural-functional, comparative and graph-analytical research methods were used. Statistical materials, results of international analytical reports, as well as domestic scientific sources were processed. The article analyzes global trends in medical tourism, determines Ukraine's position in the global context, and constructs a comparative analytical table that summarizes key problems and opportunities for the development of the industry in the post-war period by categories: economic, legal, personnel, infrastructure, technological, image, etc. The scientific novelty of the work lies in the fact that for the first time a structured assessment of internal barriers and strategic advantages of medical tourism in Ukraine has been carried out, taking into account the realities of post-war recovery and the country's role in the changed global medical landscape. The conclusions of the study indicate the presence of a complex of external and internal prerequisites for the formation of a new model of medical tourism in Ukraine, focused on international standards, price competitiveness, unique areas of treatment and rehabilitation, as well as active integration into global healthcare services markets. A promising direction for further research is to study the possibilities of integrating the recovery of military personnel and veterans into the structure of medical tourism as a separate specialized segment.
